Regulation 14 Pre-Submission Consultation
Capel Parish Council is undertaking a review of the Capel Neighbourhood Development Plan (2016-2026) and has now published a draft updated plan for consultation under Regulation 14 of the Neighbourhood Planning Regulations.
The draft plan has been prepared following an assessment of local planning issues, community priorities and changes in national and local planning policy. The review aims to ensure that the Neighbourhood Development Plan continues to provide an effective framework for guiding development within Capel Parish.
Consultation Period
The Regulation 14 consultation runs from: 14/09/26 to 30/10/26
During this period, residents, businesses, landowners, community organisations, statutory consultees and all interested parties are invited to review the draft plan and submit comments.

All responses received before the consultation closing date will be considered by the Parish Council before the plan is revised and submitted to Mole Valley District Council.
What Happens Next?
Once the consultation has closed, the Parish Council will review all representations received and make any necessary amendments to the draft plan. The revised plan will then be submitted to Mole Valley District Council, which will undertake a further consultation and arrange for independent examination of the plan.
Capel Parish Council welcomes comments from everyone with an interest in the future development of the parish.
It is intended that the final version will be published before the end of 2026 and it will remain active until 2039.
