Update Following Regulation 14 Consultation
The Regulation 14 consultation on the review of the Capel Neighbourhood Development Plan closed on 30 October 2026. Capel Parish Council would like to thank everyone who took the time to read the draft Plan and submit comments.
Over the coming weeks, the Parish Council will review all comments received from residents, businesses and organisations and consider whether any changes are needed before the Plan is finalised.
As part of the next stage, the Parish Council has asked Mole Valley District Council to undertake a screening opinion to determine whether the Plan is likely to have significant environmental effects and whether a Strategic Environmental Assessment (SEA) or Habitats Regulations Assessment (HRA) is required. This is a standard part of the neighbourhood planning process and will accompany the submitted Plan.
Once all comments have been considered, the Parish Council will submit the updated Plan to Mole Valley District Council under Regulation 15. The District Council will then carry out a further public consultation before the Plan is independently examined.
If the examination is successful, the final stage will be a local referendum, giving eligible voters in the parish the opportunity to decide whether the updated Plan should be brought into force. If approved, it will become part of the statutory development plan and help guide planning decisions in Capel Parish through to 2039.
