Vacancy: Part-Time Parish Clerk

Capel Parish Council is seeking to appoint a motivated and organised individual to the role of Parish Clerk on a part-time basis.

Initially, the successful candidate will work alongside the current Clerk to ensure a smooth transition. The role will require the successful applicant to undertake training for the CiLCA (Certificate in Local Council Administration) qualification, with a view to assuming the position full-time in due course.  We see this as a fantastic career opportunity to work with an efficient and motivated local council.

Key Details:

  • Hours: 30 hours per week (some evening work required to attend Parish Council meetings). The number of hours could be extended if the future workload increases
  • Location: Capel, Surrey (with some flexibility for home working)

Key Responsibilities:

  • Administration: Preparation of meeting agendas, public notices, minute-taking, and day-to-day management of Council business.
  • Financial Management: Acting as the Council’s Responsible Financial Officer, managing budgets, accounts, expenditure and reporting to the Finance Committee chairman and the Auditor
  • Communication and Liaison: Maintaining positive relationships with suppliers, community groups, other local councils, Surrey Association of Local Councils (SALC), and District and County Council representatives.
  • Governance and Compliance: Ensuring the Council meets all statutory obligations and operates within legal and regulatory frameworks.
  • Contract Management: Negotiation with and management of any suppliers who are employed by the parish council.

Essential Qualities:

  • Good organisational and communication skills
  • A high level of integrity and discretion
  • Willingness to undertake training (including CiLCA)
  • Proficiency in standard office software (e.g. Word, Excel, email)
